Reservoir refers to the artificial water area formed in valley, river or low-lying area by dam, dike, sluice, weir and other projects. It is the main measure used for runoff regulation to change the distribution process of natural water resources and plays an important role in social and economic development. Many reservoirs have been built in Heihe River Basin, which has an important impact on the utilization of water resources in this area. In order to facilitate the mapping needs of users, we use topographic map and remote sensing image to prepare the reservoir distribution map of the Heihe River Basin. The location and shape of the reservoir are mainly obtained by manual interpretation based on Google map image, which basically shows the current situation of the reservoir distribution in the Heihe River Basin around 2010.

The data set provided the cloudless Fractional Snow Cover area (FSC) time-series product basing on the MODIS data and covered the Heihe River Basin from January 2010 to December 2013. They also provide the high spatial (500 m) and temporal (1 day) resolution. Firstly, the end-member were automatically extracted by the fast autonomous spectral end-member determination (N-FINDR) maximizing volume iteration algorithm. Combining N-FINDR with the orthogonal subspace projection (OSP) approach, we propose an improved end-member extraction algorithm using a maximizing, volume-based iterative method. All the 6 end-members were extracted including snow, soil, water, bare land, vegetation, and cloud, respectively. Then, the 10-day spectral library time series based on prior knowledge of Heihe basin are built for 2009. The primary data were produced using the fully constrained least squares (FCLS) linear spectral mixture analysis method by the spectral library. Finally，the cubic spline interpolation algorithm were used to the eliminate the cloud pixels completely and obtain the data set. The data are validated by the fractional snow cover derived from Landsat imagery and the results indicate that the improved algorithm can obtain the end-member information accurately, and the retrieved fractional snow cover has better accuracy than the MODIS fractional snow-cover product (MOD10A1). So the data set can provide more accurate input for the hydrology and climate model.

Surface soil (0-5cm) was measured 2-3 times in 40 subplots of the west-east desert strip on May 24, 25, 28, Jun. 27 and Jul. 11, 2008, 2-4 times in 9 subplots of north-south strip on May 24, 25, 28, Jun. 27 and Jul. 11, 17 times from P1 to P6 strips on Jul. 4 and 8, nine times along LY06 strip on Jun. 6, 15, 29 and Jul. 11, LY07 strip on May 30, Jun. 6, 10, 15, 29 and Jul. 11 and LY08 strip on May 30, Jun. 6 and 10, and once by the cutting ring and three times by ML2X Soil Moisture Tachometer in Wulidun farmland quadrates on May 24, 25, 28, Jun. 29 and Jul. 11. This dataset contains the flux measurements from the Zhangye wetland station eddy covariance system (EC) in the flux observation matrix from 25 June to 26 September, 2012. The site (100.44640° E, 38.97514° N) was located in a wetland surface, which is near Zhangye city, Gansu Province. The elevation is 1460.00 m. The EC was installed at a height of 5.2 m; the sampling rate was 10 Hz. The sonic anemometer faced north, and the separation distance between the sonic anemometer and the CO2/H2O gas analyzer (Gill&Li7500A) was 0.25 m. Raw data acquired at 10 Hz were processed using the Eddypro post-processing software (Li-Cor Company, http://www.licor.com/env/products/ eddy_covariance/software.html), including spike detection, lag correction of H2O/CO2 relative to the vertical wind component, sonic virtual temperature correction, angle of attack correction, coordinate rotation (2-D rotation), corrections for density fluctuation (Webb-Pearman-Leuning correction), and frequency response correction. The EC data were subsequently averaged over 30 min periods. Moreover, the observation data quality was divided into three classes according to the quality assessment method of stationarity (Δst) and the integral turbulent characteristics test (ITC), which was proposed by Foken and Wichura [1996]: class 1 (level 0: Δst<30 and ITC<30), class 2 (level 1: Δst<100 and ITC<100), and class 3 (level 2: Δst>100 and ITC>100), representing high-, medium-, and low-quality data, respectively. In addition to the above processing steps, the half-hourly flux data were screened in a four-step procedure: (1) data from periods of sensor malfunction were rejected; (2) data before or after 1 h of precipitation were rejected; (3) incomplete 30 min data were rejected when the missing data constituted more than 3% of the 30 min raw record; and (4) data were rejected at night when the friction velocity (u*) was less than 0.1 m/s. There were 48 records per day; the missing data were replaced with -6999. Moreover, suspicious data were marked in red. The released data contained the following variables: data/time, wind direction (Wdir, °), wind speed (Wnd, m/s), the standard deviation of the lateral wind (Std_Uy, m/s), virtual temperature (Tv, ℃), H2O mass density (H2O, g/m^3), CO2 mass density (CO2, mg/m^3), friction velocity (ustar, m/s), stability (z/L), sensible heat flux (Hs, W/m^2), latent heat flux (LE, W/m^2), carbon dioxide flux (Fc, mg/ (m^2s)), quality assessment of the sensible heat flux (QA_Hs), quality assessment of the latent heat flux (QA_LE), and quality assessment of the carbon flux (QA_Fc). Improvement of drought disaster risk assessment and emergency management is now urgently required. This article describes major scientific and technological progress in the field of drought disaster risk assessment. Drought is a worldwide natural disaster that has long affected agricultural production as well as social and economic activities. Frequent droughts have been observed in the Belt and Road area, in which much of the agricultural land is concentrated in fragile ecological environment. Soil relative humidity index is one of the indicators to characterize soil drought and can directly reflect the status of crops' available water.

The data set contains the observation data of the eddy covariance system of Sidaoqiao superstation which is located along the lower reaches of the Heihe Hydrometeorological observation network, and the data set covers data from January 1, 2017 to December 31, 2017. The station is located in Sidao Bridge, Ejina Banner, Inner Mongolia, and the underlying surface is Tamarix. The latitude and longitude of the observation station is 101.1374E, 42.0012N, and the altitude is 873 m. The height of the eddy covariance system is 8 meters, the sampling frequency is 10Hz, the ultrasonic orientation is positive north, and the distance between the ultrasonic wind speed and temperature monitor (CSAT3) and the CO2/H2O analyzer (Li7500) is 15cm. The original observation data of the eddy covariance system is 10 Hz, and the released data is a 30-minute data processed by Eddypro software. The main steps of the processing include: outlier eliminating, delay time correction, coordinates rotation (secondary coordinates rotation), frequency response correction, ultrasonic virtual temperature correction and density (WPL) correction, etc. Meanwhile, the quality evaluation of each flux value was performed,mainly includes atmospheric stability (Δst) test and turbulence similarity (ITC) test. The 30-min flux value output of Eddypro software was also screened: (1) Data from the instrument error was eliminated; (2) Data obtained with one hour before and after precipitation was removed; (3) Data with a deletion rate greater than 10% of the 10 Hz raw data every 30 minutes was eliminated; (4) Observation data of weak turbulence at night (u* less than 0.1 m/s) was excluded. The average period of observation data is 30 minutes, 48 data per day, and the missing data is marked as -6999. The data was missing due to Li7500 calibration of the eddy system on April 7 and 8; the suspicious data caused by instrument drift and other reasons was marked by red fonts. Published observation data include: date/time Date/Time, wind direction(°), horizontal wind speed(m/s), lateral wind speed standard deviation(m/s), ultrasonic virtual temperature (°C), water vapor density (g/m3), carbon dioxide concentration(mg/m3), friction velocity (m/s), length (m), sensible heat flux(W/m2), latent heat flux (W/m2), carbon dioxide flux (mg/(m2s)), sensible heat flux quality identification QA_Hs, latent heat flux quality identification QA_LE, carbon dioxide flux quality identification QA_Fc. The quality identification of sensible heat, latent heat, and carbon dioxide flux is divided into three levels (quality mark 0: (Δst <30, ITC<30); 1: (Δst <100, ITC<100); the rest is 2). The meaning of the data time, such as 0:30 represents an average data of 0:00-0:30; the data is stored in *.xls format. Zhangye basin mainly includes 20 irrigation areas. Under the restriction of water diversion, the surface water consumption of the irrigation area is under control, but the groundwater exploitation is increased, resulting in the groundwater level drop in the middle reaches, resulting in potential ecological environment risks. Due to the complex and frequent exchange of surface water and groundwater in the study area, it is possible to realize the overall water resource saving by optimizing the utilization ratio of surface water and groundwater in each irrigation area. In this project, on the premise of not changing the water demand of the middle reaches irrigation area, the two problems of maximizing the outflow of Zhengyi Gorge (given groundwater reserve constraint) and maximizing the outflow of Zhengyi Gorge (given groundwater reserve constraint) are studied.

The elevation is 876 m. The dataset of ground truth measurements synchronizing with ASTER was obtained in the Linze station foci experimental area on May 28, 2008. Observation items included: (1) soil moisture (0-5cm) measured once by the cutting ring method at the corner points of the 40 subplots of the west-east desert transit zone strip once by cutting ring method in the corner points of nine subplots of the north-south desert transit zone, once by the cutting ring method and once by ML2X Soil Moisture Tachometer in the center points of nine subplots of the farmland. The preprocessed soil volumetric moisture data were archived as Excel files. (2) surface radiative temperature measured by the handheld infrared thermometer (5# and 6# from Cold and Arid Regions Environmental and Engineering Research Institute which were both calibrated) in 40 subplots of the west-east desert transit zone strip (repeated 14-30 times), and nine subplots of the north-south desert transit zone strip (repeated 12-30 times). Data were archived as Excel files. (3) BRDF of maize and desert scrub measured by ASD Spectroradiometer (350～2 500 nm) from BNU, the 40% reference board , two observation platforms of BNU make and one of Institute of Remote Sensing Applications make in Wulidun farmland quadrates and the desert transit zone strips. Raw spectral data were archived as binary files, which were recorded daily in detail, and pre-processed data on reflectance and transmittivity were archived as text files (.txt). (4) LAI measured by two methods in the the Wulidun farmland quadrates and Linze station quadrates. One is manual method. The LAI, plant height and the spacing of selected samples were measured by the ruler and the number of the sapmles in the quadrate were counted. Then the LAI can be calculated. LAI observation was carried out for the typical underlying surface in the lower reaches of Heihe River Basin during the aviation flight experiment in 2014. The observation started on 24 July, 2014 and finished on 1 August, 2014. 1. Observation time On days of 24 July, 27 July, 30 July, 31 July and 1 August, 2014 2. Samples and observation methods Large areas with homogeneous vegetation (greater than 100 m * 100 m) were chosen as the observation samples. And forty field samples were selected according to the characteristics of vegetation distribution in the downstream. The land-use types including the cantaloupe, the Tamarix chinensis, the reeds, the weeds, the Karelinia caspica, the Sophora alopecuroides and so on. LAI data were calculated according to the transmittance derived from an A value (above-canopy readings) and four B values (below readings). More than two LAI values were obtained for each sample. At the same time, the heights of the vegetation in each sample were measured. 3. Observation instrument LAI 2200 4. The dataset of ground truth measurement synchronizing with the airborne microwave radiometers (L&K bands) mission was obtained in the Biandukou foci experimental area from 8:25 to 11:15 BJT on Mar. 21, 2008. Observation items included: (1) microwave radiometer observations; (2) the surface radiative temperature by the handheld infrared thermometer and the physical temperature by the thermocouple thermometer; (3) the frost depth by the chopstick and the ruler. The soil was considered frozen when it was hard and with ice crystal; (4) Snow depth by the ruler; (5) the gravimetric soil moisture (soil samples from 0-1cm, 1-3cm and 3-5cm) by the microwave drying method. The volumetric moisture can be calculated by the gravimetric moisture and bulk density. The data can be opened by Microsoft Office. The sample point coordinates were also included.

The dataset of ground truth measurement synchronizing with the airborne microwave radiometers (L&K bands) mission was obtained in the Linze station foci experimental area on May 25, 2008. Observation items included: (1) soil moisture (0-5cm) measured once by the cutting ring method in the corner points of the 40 subplots of the west-east desert transit zone strip , three times in the corner points of the nine subplots of the north-south desert transit zone, once by the cutting ring and once by ML2X Soil Moisture Tachometer in the center points of nine subplots of the farmland quadrates. The preprocessed soil volumetric moisture data were archived as Excel files. (2) the surface radiative temperature by three handheld infrared thermometer (5# and 6# from Cold and Arid Regions Environmental and Engineering Research Institute, and one from Institute of Geographic Sciences and Natural Resources, which were all calibrated) in the west-east and north-south desert transit zone strip (various times synchronizing with the airplane), and Wulidun farmland quadrates (repeated twice at intervals of 15m from east to west). There are 34 sample points in total and each was repeated three times synchronizing with the airplane. Photos were taken. Data were archived as Excel files. (3) maize BRDF once by ASD Spectroradiometer (350～2 500 nm) from BNU, the reference board (40% before Jun. 15 and 20% hereafter), two observation platforms of BNU make and one of Institute of Remote Sensing Applications make in Wulidun farmland. Raw spectral data were archived as binary files, which were recorded daily in detail, and pre-processed data on reflectance were archived as text files (.txt). This dataset contains the flux measurements from the large aperture scintillometer (LAS) at site No.1 in the flux observation matrix. There were two types of LASs at site No.1: German BLS900 and China zzlas. The observation periods were from 7 June to 19 September, 2012, and 16 June to 19 September, 2012, for the BLS900 and the zzlas, respectively. The north tower is placed with the receiver of BLS900 and the transmitter of zzlas, and the south tower is placed with the transmitter of BLS900 and the receiver of zzlas. The site (north: 100.352° E, 38.884° N; south: 100.351° E, 38.855° N) was located in the Yingke irrigation district, which is near Zhangye, Gansu Province. The elevation is 1552.75 m. The underlying surface between the two towers contains corn, greenhouse, and village. The effective height of the LASs was 33.45 m; the path length was 3256 m. Data were sampled at 1 min intervals. Raw data acquired at 1 min intervals were processed and quality-controlled. The data were subsequently averaged over 30 min periods. The main quality control steps were as follows. (1) The data were rejected when Cn2 was beyond the saturated criterion (Cn2>3.05E-14). (2) Data were rejected when the demodulation signal was small (BLS900: Average X Intensity<1000; zzlas: Demod<-40 mv). (3) Data were rejected within 1 h of precipitation. (4) Data were rejected at night when weak turbulence occurred (u* was less than 0.1 m/s). The sensible heat flux was iteratively calculated by combining with meteorological data and based on Monin-Obukhov similarity theory. There were several instructions for the released data. (1) The data were primarily obtained from BLS900 measurements; missing flux measurements from the BLS900 were filled with measurements from the zzlas. Missing data were denoted by -6999. (2) The dataset contained the following variables: data/time (yyyy-mm-dd hh:mm:ss), the structural parameter of the air refractive index (Cn2, m-2/3), and the sensible heat flux (H_LAS, W/m^2). (3) In this dataset, the time of 0:30 corresponds to the average data for the period between 0:00 and 0:30; the data were stored in *.xlsx format. Moreover, suspicious data were marked in red. This dataset contains the flux measurements from the Jingyangling station eddy covariance system (EC) in the upperstream reaches of the Heihe integrated observatory network from August 28 to December 31 in 2018. The site (101.1160E, 37.8384N) was located in the Jingyangling, near Qilian County in Qinghai Province. The elevation is 3750 m. The EC was installed at a height of 4.5 m, and the sampling rate was 10 Hz. The sonic anemometer faced north, and the separation distance between the sonic anemometer and the CO2/H2O gas analyzer (CSAT3&Li7500) was 0.15 m. The raw data acquired at 10 Hz were processed using the Eddypro post-processing software, including the spike detection, lag correction of H2O/CO2 relative to the vertical wind component, sonic virtual temperature correction, coordinate rotation (2-D rotation), corrections for density fluctuation (Webb-Pearman-Leuning correction), and frequency response correction. The EC data were subsequently averaged over 30 min periods. The observation data quality was divided into three classes according to the quality assessment method of stationarity (Δst) and the integral turbulent characteristics test (ITC): class 1-3 (high quality), class 4-6 (good), class 7-8 (poor, better than gap filling data), class9 (rejected). In addition to the above processing steps, the half-hourly flux data were screened in a four-step procedure: (1) data from periods of sensor malfunction were rejected; (2) data collected before or after 1 h of precipitation were rejected; (3) incomplete 30 min data were rejected when the missing data constituted more than 10% of the 30 min raw record. There were 48 records per day, and the missing data were replaced with -6999. Suspicious data were marked in red. Data during insufficient power supply, data were missing occasionally. The released data contained the following variables: data/time, wind direction (Wdir, °), wind speed (Wnd, m/s), the standard deviation of the lateral wind (Std_Uy, m/s), virtual temperature (Tv, ℃), H2O mass density (H2O, g/m3), CO2 mass density (CO2, mg/m3), friction velocity (ustar, m/s), stability (L), sensible heat flux (Hs, W/m2), latent heat flux (LE, W/m2), carbon dioxide flux (Fc, mg/ (m2s)), quality assessment of the sensible heat flux (QA_Hs), quality assessment of the latent heat flux (QA_LE), and quality assessment of the carbon flux (QA_Fc). In this dataset, the time of 0:30 corresponds to the average data for the period between 0:00 and 0:30; the data were stored in *.xls format.
